Civic Loom opened its Kelana Jaya centre after two of its founding staff spent years working in local authority information counters and community development offices across Selangor. They noticed the same pattern: residents would arrive at the right place with the wrong documents, or the right documents at the wrong stage of the process. Hours lost, trips repeated, frustration compounded.
The idea was straightforward — create a neutral, non-governmental space where residents could sit down with someone who understood the process, ask questions without feeling rushed, and leave with a concrete plan rather than a leaflet.
Since opening, Civic Loom has supported residents across a wide range of everyday situations: housing applications, vehicle ownership transfers, schooling enrolments, MyKad matters, and much more. We don't do the work for you — we make sure you know exactly what to do when you get there.
Why we do this
Orientation, not advocacy
We explain processes and help you get your materials in order. We never represent you to any agency or authority — your relationship with public bodies remains entirely your own.
Respect for every situation
People come to us at different stages of a process, with different levels of familiarity. We adjust our pace and language accordingly — no assumptions, no judgment.
Honest scope
Every session is scoped clearly before it begins. If something is outside what we cover, we'll say so and point you in the right direction.

Personal Data Protection
We operate under Malaysia's Personal Data Protection Act 2010. Information shared in sessions is held securely and used only to support your specific query.
Scope Clarity
Every session package is described in writing before you commit. What we cover, what we don't cover, and what deliverables you receive — confirmed beforehand, no surprises.
Plain-Language Commitment
Sessions run in plain English with optional Bahasa Malaysia support. We avoid official jargon unless we can immediately explain what it means in everyday terms.
Resident Autonomy
We prepare — you act. Staff are trained not to act on your behalf with any government body. All applications, submissions, and visits remain under your control.
Session Quality Review
We review session notes internally each quarter to identify recurring gaps in public-service information and keep our support material current and accurate.
Referral When Needed
If a situation requires professional legal, financial, or medical input, we say so clearly and will suggest relevant directories or pro-bono resources where we know of them.
Civic guidance in Kelana Jaya and across Petaling Jaya
Civic Loom sits within Block A of Kelana Centre Point — a familiar location for many Selangor residents who regularly cross through Kelana Jaya between Subang Jaya, Damansara, and central Kuala Lumpur. The centre is accessible by LRT via the Kelana Jaya line and has street parking available on surrounding roads.
The centre focuses exclusively on information and orientation for public-service matters. This means our staff are familiar with the typical requirements at Pejabat Tanah dan Galian, Jabatan Pengangkutan Jalan (JPJ), Jabatan Pendaftaran Negara (JPN), and local council counters across Petaling Jaya and Shah Alam — but we explain these processes to residents rather than engaging with them on your behalf.
For residents who speak Bahasa Malaysia as a first language, optional clarification in Bahasa is available during all sessions. The Community Orientation Programme is delivered primarily in English with Bahasa Malaysia explanations woven in wherever terminology or instructions are clearer in that language.
Civic Loom does not provide legal representation, financial planning, or registered agent services. All sessions are information and preparation oriented, and the scope of each engagement is agreed in writing before sessions begin.
